Liquid nails takes a long time to dry. Foam may fall off before it dries. Contact cement might dissolve the EPS, but it would be great otherwise. I might try 3m super trim spray adhesive if compatible with the foam. And you definitely want some foil on the back to keep the steel from radiating heat inward, if I understand correctly.
