My guess is that it is laquer and that someone has set a hot item like a 
cup of coffee on the table where you see the cloudy spots.

That is what has happened to our dining room table in a couple of spots.

I hope someone knows how to fix it as I would love to know too.

Scraper?  (The old woodworking blade kind that peels fine shavings
off of a surface.)  Anything solventy will probably drive the color
further into the wood.

What Dan said.  I don't do restoration.  I ha e heard spreading 
mayonnaise on the white areas, which I guess is the oil in it doing 
something.  No telling what the finish is, varnish or oil or shellac or 
something else.  Worse comes, do some stripping then do an oil or 
varnish finish (I lay down several very thin coats, varnish + thinner, 
with a rolled up cotton rag).

You need to find out what the finish is first.  If it's truly varnish, there 
are any number of ways to get the milky discoloration out.

For the bottom the Magic Eraser stuff works well on things like this, and if 
that doesn't remove it, try WD-40 on a cloth (don't spray it directly on the
