New heads are supplied bare and must be set up before installation,
Jim.  If I were considering bidding on this one I'd wonder about the
competence of the shop that did the work.  If confirmed good, the
starting bid would be a really good price, considerably less than the
best price I recall seeing for a bare head a year or two ago.

It's quit usual to have a machine shop fit the valves and cam. Some new 
heads require machine work to fit the timer mechanism and prechambers 
(if old ones are being used - some new heads must be modified to accept 
some old parts).

As someone pointed out earlier, a dragging brake can also cause a pull
to one side or the other. Either a stuck piston or a swelling flexible
brake line can be the cause. A disk or brake that is hotter on the
right side of the car is your clue.
