I checked the fuse first thing. It was not bad, but I replaced it anyway.

The blower motor is probably blowing the fuse.  Uprate the fuse after
replacing the blower motor if the fuse keeps on blowing after that.  I have
a spare used PBU if you want to swap it out.

After you start the car try wiggling the ignition switch a little or turn is 
just a small fraction of an inch back toward off and see if it kicks in. I have 
seen a lot of times the switch gets some wear in it and won’t power the ACC. 
Other that that, the pbu is only part of the system. You also have the acc and 
blower control relays behind the globe box. Have to run thru the tests to see 
what the issue is.

Good point. If it’s an 82 it probably doesn’t have the relocated and larger 
strip fuse for the blower motor. The original fuse may have melted down.

The solder joints on the control unit circuit board can crack. If you're
handy with a soldering iron, you can reflow those. I did that on my W123
to resolve some ACC wonkiness (been long enough that I don't really
remember the symptoms though).

Weird that defrost doesn't work, that is the "failsafe" mode AFAIK.

the switch? 

Keep in mind (and I’m just relying on the honesty of the seller), the previous 
owner said he was told he could “hot-wire” the blower to get it to work.  So, I 
think he is saying that the failure is in the switch because the solder traces 
have failed therefore nothing is telling the blower to come on.
