If the car is warming up then the thermostat is not bad, if it doesnt then its bad. Assuming the engine is warming up the monovalve insert probably needs to be replaced. Back monvalve, bad circulation pump, bad ACC pushbutton unit. A bad monovalve that has corroded the solenoid housing is likely -- it's energized to stop coolant flow to the heater core, so when the diaphram fails and water gets in the solenoid in the summer, it gets stuck closed, No heat. The monovalve diaphram can also swell up when old (especially with green coolant in there) and obstruct coolant flow as well. Monovalve is up by the windsheild, passenger side of center, take out the four screws and remove the cover, lift out the valve. If the diaphram on the bottom is wrinkled (or worse, torn), replace the insert.
