A quick google search seems to indicate that a lot of the new ones have 
power steering.
Don't know that I would worry about getting one with tracks instead of 
tires.

Get chains and it should be fine.
The tires on the newer ones are generally larger than they were on the 
older ones that helps.

Read this.  some insight, but no clear answer.

Hatz Diesel engine conversion idea is interesting for us Dieselfolk

I see airens makes some with tracks, but I didn't see anything about steering.

The big old whirlwind (36 to 42 single blade) and similar mowers 
from the 40s and 50s had the sulky seat you rode on, as in the one 
post.  I think it was hard work to steer them from the seat, but I 
never ran one.

I think this may be the better solution.  You can hire a lot of kids 
to shovel for the $2,000+ they want for a tracked snowblower.

Make sure its steerable. A friend has a Honda machine which will eat through 
any snow but is a bear to steer.
