And the catch 22 is that the dealer will not order a key unless the car is
present at the dealership so they can confirm the VIN in person.  So add
towing to the cost of that key...

There should be an better way to prove ownership. Having the car physically 
present seems not so difficult, there are any number of towing companies who 
could be pursuaded to tow a random car to a dealership.

Having a title and matching state-issued ID and registration paperwork seems 
like a higher bar to me.

I rarely, if ever, bring the car in that I am ordering a key for. Now in 
fairness, my dealer wants you to bring the car in to verify the key works 
before it leaves the dealership, but they never bother me with this.

All you need to order a key is state issued ID and a registration or title for 
the car you’re ordering the key for.

Must be. I had a local locksmith come to my Focus, parked on the side of the 
road, and reprogram it to accept a new key because my boy had lost the last 
RFID-chipped key we had.

I don't recall presenting any ID to him. The only way I demonstrated that the 
car was mine is I had a plain key (without an RFID chip) that I used to unlock 
the driver's door. He used that to cut the blank key he had just programmed.

Incidentlly, some time later my son found the key he had lost, and it still 
worked to start the car. So I sort of wonder if the locksmith just somehow 
disabled the RFID check in the computer, rather than coding it to accept a new 
key.

I had to undergo the same procedure to obtain a spare key for my "new" 1985
300SD.  Dealer insisted on inspecting the car even though I already had a
key.
