For the fallback, why aren't we adding the separate stages?  We set
pc->MaxAtomicCounters in all cases earlier.


I don't think I understand what you're asking for.

The fallback is here to behave like before; MaxCombinedAtomicCounters was never set to the sum here, only MaxCombinedAtomicBuffers was. And it still is, unless the driver has an explicit value.
