Something is manipulating the TTL on your packets.

Yes, it is all from one same ISP.

Ok, something is manipulating the TTL.
Is it the next router after 192.168.0.88 manipulating the TTL?
Or 192.168.0.88 is the one who manipulating the TTL?
If some router is manipulating the TTL, that router itshelf will show up 
in the traceroute?

lol. Well, funny thing is the tech with his laptop fine. Run a ping to  
the same location as this customer did the traceroute and the ping is  
fine. Just never heard of a trace doing that.

Had a tech onsite do a traceroute for me from the customer's PC  
(Windows) and he sent me the following:
