Is your problem maybe that this is the first time you are setting up a queue in 
ROS 6?  The parameters and their meanings are different in 5 and 6, so it won't 
look like you are used to.

Yeah, that's what I thought. But there doesn't seem to be a pull-down to
select an interface, like I am used to on my old RB1100AHx2s...

Create a queue, specify an interface, set the speed limits?

If the port is part of a software bridge, make sure the ip-firewall is
enabled for the bridge.

If the port is part of a hardware bridge (switch chipped),  you can't do
this.

Queue Types is where you set type and size.
Then you create a queue setting the target to the interface you want.
On the  advanced tab set the queue type.
