No difference at all other than protocol. In fact, I really don't care too much about FTP mirrors. We add them to our list, but we highly prefer HTTP. There is really almost nothing of interest on www.apache.org. The interesting stuff is contained on the project websites (httpd.apache.org, jakarta.apache.org, etc). Unfortunately, we do not have a good infrastructure in place to allow the mirroring of those sites. But since almost all our bandwidth usage comes from downloads, providing mirrors of apache-dist is a great way to help Apache. Joshua.
