I can confirm the problem with obsdacvs.cs.toronto.edu but other
servers are fine.  So it does appear to be a problem on
obsdacvs.cs.toronto.edu itself.

Yes.  the cvs checkout tmp directory was filled on obsdacvs.cs.toronto.edu.
