create isakmpd.conf file
# ls -apl /etc/isakmpd/isakmpd.conf
-rw--- 1 root wheel 31 Oct 29 2015 /etc/isakmpd/isakmpd.conf
and edit like this:
# cat /etc/isakmpd/isakmpd.conf
[general]
Listen-on =em0
man isakmpd.conf
