this doesn't normally happen. What are the contents of syslog.conf?
That might give some clues.

AFAIK it is just restarting to facilitate the rolling of logfiles...
check out the manual page for the log file rotation setup in openBSD
man newsyslog
check out the config file for newsyslog.conf ...
