As usual, when nobody replies to a question, the answer is right there staring me in the face; if only I had eyes to see it. In this case, I unintentionally installed from -release, not -snapshot; then tried to install packages from -snapshot.
install pgsql package from snapshot - error
I installed from snapshots yesterday and installed pgsql from packages without much todo (after installing other packages). I wiped disk and started over; and I guess I tried to install packages in a different order this time. I get an unusual error message when installing pgsql; whereas icewm gives expected msg about dependancy missing.
