The upgrade script cannot do everything.  If we made it do everything,
the coding of it would become incredible fragile, and you'd end up with
a worse upgrade process.

Therefore some details are left for the human.

Yes, it is part of the install script, but not of the upgrade script.

Yes. If you upgrade, you must add this option manually.
