There will be presentations on some of these issues, materials distributed
by related local groups, discussion with and among participants on the most

What is unbelievble is that the people of this city is giving thought to
passing a sales tax to bailout the pension plan without taking a close look
at what the plan is and how it can be changed to keep us from having to do a
bailout.  I guess all bureaucrats, city, county, state, and federal, have
drank the same water and come down with the same disease called "bailout".

People:

As a matter of adding to some quick internal discussion, I would suggest the 
city administration has started a serious campaign. It is absolutely intended 
to scare voters that core services will go totally to pot if they don't vote 
"Yes" on February 3rd. This is merely the first shot of serial salvos of 
impending doom that will come from the city, regardless of what we do. "Scare" 
is their key word.

I would further suggest we USE this city tactic to their disadvantage in our 
responses. We need to show how mean and wasteful the administration is, and 
point out that their biggest hangup to passing any tax increase is the fact 
that they want plenty of new unencumbered tax revenue to pay off their pension 
debt WITHOUT the city changing their wasteful spending habits. We need to 
remind people it will be a short period between a NO vote on February 3rd and 
the April election where a new council can be elected.

freeze unless the city is being very visible about it.  They obviously
want to use it to scare people into voting in a tax increase.  That
will only work if a lot of people hear about it and get scared.  If
the city doesn't do a good job of getting people scared, we don't want
to help them out.  Of course, if they do a good job then we're better
off making sure people recognize it as a scare tactic.  I just think
you don't want to be too quick on the exposee.
