Jerry - Thank you for your kind comments. It is gratifying to be acknowledged
by not only the State Auditor but by citizens like yourself who know how
difficult it was to achieve the Audit. More times than I can remember, while
collecting signatures, I was told it's a waste of time. Both Fred and Carl,
as well as the many others who worked tirelessly on the petition experienced
the same thing.
Springfield R-XII still has only begrudgingly complied with the audit
recommendations and findings. It is frustrating to see the school district
administration thumb their nose at key portions of the Audit, in particular the
bidding out of services.
During my own investigation of R-XII, which prompted the petition process, I
found R-XII was favoring certain vendors over others which leads a person to
ask was money changing hands as a result?. I do know that one very large
contract was signed with a stipulation and/or promise that the vendor would
make a large donation to the school district. That was verified by the
Audit. It may not be illegal but it is certainly unethical.
While I am gratified that Tom Schweich chose to acknowledge Fred, Carl and me,
I only wish we could list all of those who worked on the petition, especially a
sweet little lady I chose to call Dynamite Dina.
The work was worth it BUT only if the school district makes full compliance a
priority. I will always be an optimist except when it comes to local
