the compat_* files are kept to help style authors adapt their styles to changes

introduced with r2906 back in 2012.  Please check

The default style was adapted and does not need these files.

I'm working on trying to add the maxspeed tag value to my highways by creating 
or modifying style directives. In my investigations I noticed that the file 
compat_lines is not being called by any of my style files. Also, the default 
styles don't seem to use or call it either. Why is it present then? Or am I 
just missing a call that includes it somewhere else?
