You didn't mention what MPM you are using but I assume it's the prefork one. You need to register a hook with ap_hook_child_init() and call SAMLConfig::getConfig().init() from there.

The OpenSAML Library I am using is a set of open source C++ libraries meant to support developers working with the Security Assertion Markup Language.You can see https://spaces.internet2.edu/display/OpenSAML/Home/ Is this with the prefork or threaded MPM? And what is the SAML library are you using? Shibboleth's?
