RPM-based distros like Red Hat, etc. are easy, because they can modify SuSE .spec files as necessary. This is not to say that updates to Mono can't be installed on Ubuntu. The community packagers for Debbuntu do a good job of getting Mono releases out shortly after the official release drops. You can find fairly up-to-date releases for Ubuntu at http://badgerports.com, and Debian has up-to-date releases in the experimental distribution. It doesn't pay attention to Wine at all. This means that only fully managed .NET applications are likely to run. Maybe you'd have more luck with Mono for Windows under Wine, but this a totally different story. Not many people (if any) on this list are using this combination, so you'd have to look for help on Wine's mailing links/forums.
