Actually I did some tests with NFOP (http://nfop.sourceforge.net/) this
friday. It works nicely with the .NET framework but requires the J#
redistribuables - which may limits it's use with mono (but I didn't try it).

I'm not aware of any .NET implementations, except for nfop (which I believe is 
port of Apache FOP to J#).
Btw, I'm wondering if anybody is interested to participate in XSL-FO 
implementation for mono (probably after managed XSLT is finished)?
I've got some experience with XSL-FO as FOP committer and I believe it's quite 
feasible project.
