[MOPO] The Bad News: PayPal refund policy

Y'all,

PayPal has made some changes to the way it handles buyer complaints (now 
called "disputes") if you don't receive the item you've paid for. There are a 
couple of "gotchas" in the procedure now... I've been trying to sort it all out 
and here's what I've concluded. If I've got it wrong, someone please chime in 
and correct me:

1) PayPal now handles buyer complaints ("disputes) in a two-tiered system 
now that eBay owns PayPal. The details are at: https://www.paypal.com/us/cgi-bin/webscr?cmd=p/gen/ua/policy_buyer_complaint

As far as I can tell, this is the way it now works:

 A) If the item showed inits auction description 
the blue PayPal logo that said it was eligible for the "Free PayPal Buyer 
Protection" then your complaint will be handled according to the PayPal Buyer 
Protection Plan, which has a LIMIT of $1,000 USD on the amount it will try to 
get back for you. There is no processing fee for this, but if you paid more than 
$1,000 you're only going to get a maximum of $1,000 back -- UNLESS you funded 
your payment with a Credit Card (which is what I now recommend doing for 
payments over $1,000). Details on the PayPal Buyer Protection Plan are at:

 B) If the eBayitem did NOT show in its auction 
description that it was eligible for the "Free PayPal Buyer Protection" then 
yourcomplaint will behandled according to eBay's "Standard Purchase 
Protection Plan" which has a LIMIT of only $200 USD on the amount they will try 
to get back for you -- and they will CHARGE YOU a $25 "processing fee" no matter 
what amount you originally paid(!) So if you paid $45 for the item, you're only 
going to get a lousy $20 bucks back. This is a total rip-off, but is now what 
you get stuck with if the eBay itemdescription did not 
originallycarry the seal that itwaseligible for "Free PayPal 
Buyer Protection" (it seems a lot ofeBay items are eligible for PayPal 
Buyer Protection, but not all of them). Details on the pitiful eBay Purchase 
Protection Plan are at:

2) The bottom line is that for PayPal payments over $1,000 USD you 
should usea credit card to fund the PayPal payment rather than paying with 
the cash balance in your PayPal account or with an "Instant Transfer" from your 
bank account or "e-check".

Otherwise, the maximum you can recover is $1,000 USD. Non-eBay items are 
also covered up to $1,000 -- as far as I can tell. If anyone knows differently 
please let us know. But, if for some reasonan eBayitem was NOT 
listed as eligible for "Free PayPal Buyer Protection" then the maximum amount 
you can get back is $200and you will pay a processing fee of $25 -- not 
matter what amount you originally paid(!). So, I would not even bid on an eBay 
item if the description didn't carry the "PayPal Buyer Protection" seal.

So, for payments over $1,000, funding the PayPal payment with a credit card 
is the only truly safe way to go, even though it means you'll end up paying some 
credit card interest until you can get the money to your credit card company. 
It also means that instead of filing a claim with PayPal that you can 
dispute the charge directly with your credit card company -- which usually gives 
you much longer to file a claim and doesn't have a limit on the dollar amount 
you can get back. PayPal says that most credit card companies limit the time you 
can file a dispute to 60 days, but it will vary from card to card, so you should 
check into that with your own credit card issuer. 

The final "gotcha" -- PayPal now tries to fund payments from your cash 
balance first. So, if you want to fund the payment with a credit card instead, 
you have to do this:

You can choose your credit card as your funding source when you get to the 
last stepafter you have clicked on the SEND MONEY tab. When you get to the 
confirm page, click the More Funding Options link.THE 
GOTCHA: If there is enough cash money in your PayPal balance to cover the 
payment, their system will NOT let you use your credit card as a funding option 
for that payment. So, you may have to transfer some cash out of your PayPal 
balance first before making a payment funded with your credit card. What a pain. 
This is why I suggest people have two separate PayPal accounts, one for 
receiving payments and one for sending them. Make the sending account a 
"personal account" so you don't have to pay any transaction fees to put money 
into it. 

All of this is a pain, but surely worth it for the safety if you're going 
to be paying more than $1,000 for something. Of course, this sort of hassle is 
precisely the reason a lot of buyers will only bid on items from 
well-established sellers that they know they can rely on.

In spite of all this, it is still better than the bad old days when you 
just sent a seller a check or money order and prayed.

Hi Walter,I think the problem may have been the 40x60". I recently [allegedly] bought a 40x60" from the UK and the seller tried sending it twice through the Royal Mail and it got returned to them after weeks each time with no explanation. It turns out the RM wouldn't take packages that large although apparently the "rejection" only happens further on down the line than the package counter so nobody ever tells you it's too big.Well, that's the story I finally put together anyway. Happily the seller was believable and gladlyrefunded my money once I decided somebody was trying to tell me something about that ("Day of the Triffids") poster...It may yet show up back at the seller's place but I doubt it will ever show up for you.--PeterWalter Reuben [EMAIL PROTECTED] wrote:  Yup, that is right. Interesting possibility... all the more reason to use a delivery service 
like FedEx, UPS or DHL for a large tube (or a pricey poster), particulary which 
shipping from overseas. Those services will tell you at the counter if a package 
is "too big" and they have much more liberal package-size regulations. Certainly 
a 44" inch-long tube shouldn't give them any problems.

insurance on the shipment and offered me two smaller posters as

that I cannot leave feedback at all nor can I go to PayPal for a 
refund.
It is not a ton of money and I will live but, 
if you buy from this guy, you are definitely rolling the dice. From 
now on, with no exceptions, if a package is not here in 27 days, I will also 
file a complaint with ebay. JR is right---that is really the only 
recourse.

How do you do ground shipping to Australia? The main reason I don't ship my 
frames outside of the lower 48 states of the U.S. is that there is no ground 
shipping and air shipping is astromical.

Well, even within the continental U.S., as 
far as I know, FedEx, DHL and UPS don't actually "ground ship" any parcels 
anymore -- it all goes by airplane for the bulk of the distance tolocal 
distribution centerand is then trucked to the individual addresses from 
their.UPS just calls it "ground" becauseback in the old 
daysthe parcelsused to go by rail and big semi-tractor trailer rigs. 
It basically means the "slower" rate, without a guaranteed delivery date (but 
almost always within 7 to 14 days, even for overseas).

Dale is probably right that it is an oversize 
surcharge which is running up the price... but, I mean, there *must* be 
some way to send them at a reasonable cost... surely the studios aren't paying 
that kind of money to ship a banner or two to each theater?

thanks to those who sent encouragement and enquiries re my Metropolis 
aluminum sculpture. I'll respond to those questions below. I'm very 
satisfied with the reactions to the piece so farover 300 hundred hits!


Dan: to answer your question, yes, I do also work in bronze. I'm actually 
thinking of making one or two Metropolis pieces in bronze, but the price 
would increase significantly; the cost for the metal alone is about 3 times 
the aluminum, plus it requires a whole new wax mold, a different foundry and 
unique finishing tools.


Tom: thank you for suggestion, I will follow up on it as it sounds like a 
viable outlet.


Mike: the studio logos would be cool rendered in metal, but I'm a little 
unsure of the legality with that one: I don't want a bunch of lawyers on my 
front lawn.

And to address a general question, I am committing to produce this piece in 
a limited number of no more than 25. I will be showing a few through

Hi all,
Out of the blue yesterday, I received this question through the eBay 
ask Seller a question function on one of my own LET'S GET LOST posters 
I have offered on eBay, from penitentman83.


Remembering Walter's experience of non-delivery on two lots of LET'S GET 
LOST deals, I thought I'd raise this here in case others get a similar 
offer. For obvious reasons, I won't be pursuing this following offer. A 
quick check of the bid histories on other LET'S GET LOST posters 
auctioned by this guy might make for some interesting reading.


Here's what he had to say, pasted without any changes:
