I start to advertise the Special Auction in print media via ads in 
Classic Images, a few convention programs books and flyers 
distributed at conventions. For the Classic Images ad I have just a 
little more than a week to include any high-quality posters. I can 
take these consignments until May 5th for CI advertising.

I pay all consignors on the last day of the month following the month in
which the items are sold. That way we pay hundreds of consignors once every
month, for the items that sold 30 to 59 days prior.

We are supposed to only pay for items that have been paid in full. If an
item has not been paid in time, and it is relatively inexpensive, I will go
ahead and pay for it, since 99% of *OUR *buyers actually pay in full (and
you can tell that this is true because you see so few repeats of the same
exact item in *OUR* auctions).

If a buyer returns an item after I paid the consignor I usually just
re-auction the item and absorb any loss. I can afford to so this because *WE
*describe items very accurately, both as to condition and originality, so it
comes up for less than one in one thousand items.

Of course, I have to go on a case by case basis, so as to avoid being
scammed. If I auction a high dollar item and a "buyer" has not paid when the
payout time comes, I offer the consignor the option to either relist the
item or to have it returned.

Michael,
I can only speak for Heritage but we pay on time to all of our consignor and 
have for the last thirty years.  That is why we have to be strict in getting 
the items paid for in the time allocated by our terms. A buyer can pay via EPP 
(extended payment plan) but must put down 30% of the funds up front.
If the item is not paid for, the consignor is not paid and notified of that 
fact and has the option of having the item returned or we can auction again in 
due time.
But, we receive far less than 1% returns or non-payment, in our poster auctions.

the high bid the first time out regardless of other factors.

For our no reserve ebay auctions we always pay our consignors within a  
reasonable amount of time, usually within just a few weeks of the auctions  
ending. Even if the buyers haven't paid us.and there are always a few  
deadbeats.we still pay our consignors on time. For the few auctions that  
haven't been paid (and it is almost always for the real cheapo items like  
$10.00 or less) we either keep them for our inventory or re auction them as if  
they were ours. 
 
For our Fixed  Price On Site Consignment program, we always pay our 
consignors immediately as  soon as we know the buyer is happy with the item.

I've consigned Japanese prints and ceramics to both Soethby's and
Christie's and they have that same policy that you described below. They
insist on being paid before they pay you. No fools they!  FRANC

while I might hold something well past the "expiration date" for 
known (bidding) clients, all in all the few people who don't pay the 
way they're supposed to lose out as I just cancel the sales and ban 
them (like Bruce, I'll ban someone who doesn't pay even if it's just 
a 99 cent item). for all consignments, my deal with consignors is a 
specific "pay date" after sale. If someone doesn't pay & I know I can 
hold the item & still be paid, I'll pay the consignor. If it's an 
expensive item, my buyers must pay first, but also must pay within time frame.
