sadists and came up with the following three, who were absolutely among the
scariest movie characters ever created!:

There are just too many to choose from...although Javier Barden is way 
up on my as Anton Chigurh in No Country for Old Men. Aaron Eckhart 
played a character named Chad in a little-seen film called In the 
Company of Men. Unbelievably good movie, with terrific performances by 
the three leads. Chad is evil in a very believable way that made this 
viewer extremely uncomfortable . Most movie villains are over the top 
and kinda fun to watch, but the Chad character personifies the worst, 
cruelest, most self-serving aspects of the human male. I've known and 
dealt with a number of guys just like him. Now THAT'S scary!

Hannibal Lecter wasn't even the most evil character in SILENCE OF THE LAMBS.
That's like saying that the Alien in the Alien movies was evil.  Burke
from ALIENS - now that was an evil guy.  Like Darth Vader wasn't the most
evil character in the STAR WARS universe, it was the Emperor - unless you
hold with Jonathan Last that the Empire was in the right, and the rebels a
bunch of treasonous adventurists whose exploits caused needless death and
destruction.

Lots of terrific, if over-the-top villains in '80s action and action sci-fi.
All of the DIE HARD movies have pretty darn evil bad guys - villains willing
to cause the deaths of innocent people purely for financial profit.  Can't
really decide who's the evilest at the moment, so I'll go for the
pretentious pick from the silent era:  DR MABUSE, who wanted to cause the
greatest possible chaos and destruction - for profit and just because he
thought it was cool.

My choice for most evil movie villain is always the same and I'll be entering 
it on the website when I get the email on Sunday.
There is nothing more evil than a supposed man of God who really isn't!! 
Therefore, due to the character himself and the brilliant actor who creates 
him, the Most Evil Villain Award (in my house, anyway) is the dastardly 
Reverend Harry Powell as personified by the one and only Robert 
Mitchum..Let me tell you the little story of right hand/left hand, good 
and evil, Love and Hate.
 
Robert Mitchum as Harry Powell it doesn't get more frightening than that!!!
