I would move the bath away from the feeding area. Birds have messy
habits that serve an ecological purpose. The further away from the
feeder you place the bath the fewer seeds you'll find floating in it.
Others had good comments regarding proximity to cover. Birds do not
fly well with wet feathers. Dense vegetation nearby provides quick
hiding places. You did not mention how deep the basin is. Many baths
I see are to deep for small birds to safely bath in. Add flat rocks
to create areas that are only 1/5-1 deep. If your basin is glazed
ceramic or glass they may be avoiding it because of the treacherous
footing. Rocks will help with that slippery slope as well.
