No.  Mail is a component of Mozilla, not a seperate program; 
since Mozilla is all ready running, it will open the URL.

In Windows, set IE to handle http and https protocols and not moz, it 
works with other stuff, but I'm unsure about mailnews itself.

Unfortunately this doesn't work (at least for me). Moz mail
always opens links in Navigator whichever app is set to handle
http and https protocols.

This is surely not expected behavior. Is there a bug for this?

Yes I just found a bug for this today.  Unfortunately it is not scheduled to
be fixed until 1.2 which will be out after summer!

Please add yourself to the CC list if you like, vote for it (if you want)
and maybe help me apply some pressure to the developers to get a fix soon.
At least some quick workaround would be nice until they get a permanent
solution with 1.2.
