I don't think that LAME will decode a Windows Media file, only WAV  
files. You could use several different audio ripping software though  
to convert WMA to something else. For instance:

Once the WMA is in WAV or AIFF format, you can use LAME to encode  
your MP3. If audio quality is not a priority, you'd probably be  
better off doing this in iTunes though - the iTunes decoder is faster  
than LAME.

If you have any specific questions about LAME, why don't you ask them  
so that we don't have to write you a complete manual?

with 24kHz mp3.
If not, I have no idea.
