[Mpls] Surviving and Deffending Myself against the Local Drug Dealers on 6th St & 23rd Av N

This is being written after an evening that should have been spent chairing the 
CRIME PREVENTION FAMILY SAFETY COMMITTEE for the HAWTHORNE Area Community 
Council.
Instead I spent it in my home hoping that nothing else would happen tonight.

On my way home I dared to drive down 6th Street in front of my house, after 
turning the corner and waiting for a drug deal to be completed.  The dealer had 
not cleared the street before I proceeded. He Accused me of trying to hit him 
and proceeded to come after my car, I simply drove around the block to go into 
my Garage. In doing this I noticed the dealer running thru the yards next to 
mine. So I went over 2 blocks to avoid him. After turning the next corner I 
noticed a car stopped in the middle of the street. As I  approached out of the 
alley came the dug dealer a Large stick or part of a branch in his hand, as he 
started to throw it at me from less than foot away my cell phone made 
connection with 911. At the same time I am trying to back away from the dealer, 
but there is now a car behind me and I can't go far. Finally the car in front 
moves and so can I. The dealer is running assuming that I will head for my 
driveway and SAFETY of my Garage, he has picked up a chunk of cement and is 
waiting for me  by my Garage LUCKILY I am watching. I did not turn into the 
alley and my Driveway or I would not be typing this to you tonight.

Well last week the Chief of Police CANCELLED a meeting with me that had been 
scheduled TWO MONTHS AGO because there is no need to meet with the Public and 
discuss concerns and or Problems as we see them. This was after he said yes 
lets sit down and discuss this.  DO you suppose he would have shown if I had 
been Killed by this Drug DEALER TONIGHT. I guess he showed a few weeks ago 
after someone was shot next door Buying drugs and died down the block.
Well RT the last time I talked to you was right before this person was shot. Is 
that what it's going to take to get response again. I hope not. Your Police 
Chief certainly seems to think that is the only time that he should be dealing 
with the public.
After all My Police staff was certainly working with me tonight, even from home 
and their child's soccer game.  

Yes HACC did have  a Crime Prevention Family Safety Committee Meeting last 
night now, I made sure of that after I was able to return to my house.

Here's an update on the Shoefiti scene:

One of my initial comments on this Shoefiti thread was about why it's so
much easier to get shoes taken down in Longfellow vs. other areas of the
city. That didn't receive any comments so far, but to me is one of the more
interesting things I've noticed. In the last couple weeks, Google launched
Google Earth, which among other things, allows individuals to upload data
points onto maps. I think it helps put things in perspective.

Here's an image of Minneapolis from approximately France to the Mississippi
(W to E) and Franklin to Hwy 62 (N to S) with Shoefiti plotted.

Each marker is time stamped with when I first spotted the shoes. Blue
markers represent shoes that have been removed, while yellow markers
represent shoes still hanging. Notice anything different about the locations
of blue vs. yellow? By the way, there is one blue dot somewhat hidden on 5th
Ave S. It represents a pair that used to hang over the Greenway trail, so
probably the least confrontational location for a pair of shoes in that
neighborhood. It was reported at same exact time as the other March 28, 2005
shoes. 

It's been mentioned that shoes can end up on lines for various reasons, and
none are particularly clear. I decided to sketch out a few rough reasons why
they may end up on the lines. Keep in mind that I'm no psychologist. The
following theories where thrown together based on my own experiences,
conversations on this forum, and common graffiti motivations based on some
online research:

1. Drug Dealing 
How used: Used to let drug buyers know drugs can be purchased in the area.

Where found: Combination of visible and discrete location. Found along main
drags signaling buyers to turn. Found at intersections to, and mid-block
within alleys near drug houses. 

2. Prostitution 
How used: Used to let Johns know prostitutes are in area.   
Where found: Parking lots, vacant lots, and other pickup spots.

3. Notoriety
How used: Thrown over lines commonly passed by friends. 
Where found: Highly visible areas, including busy intersections, over major
streets/highways.

4. Hazing   
How used: Mild practical joke played on friend. 
Where found: Likely at common ground of affinity group, such as next to
sports field. 

5. Memorial 
How used: Shoes of someone who has passed away are hung from power line to
pay tribute to the dead.
Where found: Near home of person who died, or near site where death
occurred.

6. Marking Attack / Killing 
How used: Shoes of victim of attack or murder.  
Where found: Site of killing, or near residence of victim.

Any comments / questions on the above would be appreciated.

Returning to my original questions:

I'm looking for ideas on:

1. How to get the shoes down
2. How to get Xcel to respond with the same regularity I've seen in
Longfellow
3. Who's truly responsible for what's hanging from the power lines? What's
the process for dealing with them?
4. Does anyone know of a more efficient process for getting the shoes down?

Still looking for answers there. Is it possible that some of the shoes are
not on Xcel property, but Time Warner's lines? I don't know the difference,
but is it possible that Xcel would drive out to a location based on a ticket
they've received, then leave once determining that the shoes are 3 feet
below the lines they're responsible for, and not follow up with a call
explaining this?

exceeded my limit of posts the day.
 
I was incorrect in my description "African American" and stand corrected, and 
agree that it is important to described people-members in a way that is 
appropriate to them. Once again I apologize for the misrepresentation.

In a post today, Megan Goodmunson asked the musical question: "isn't 
that a little ridiculous" to "split hairs" about the origins of Mr. 
Samuels in Jamaica, a culture somewhat different from the culture of his 
African American and Caucasian American and American Indian, etc. neighbors.

To answer: No, it isn't at all ridiculous to make note that there is a 
very large cultural difference between the two, as there is between the 
Somalis and Af.Ams., or Ghanaians and Af.Ams, or any of a long list of 
African countries and western hemisphere islands under the aegis of the 
UK, France, or, once, Spain (Cuba, et.al.) These are different cultures, 
each one, and since Af.Americans are born and bred here, they are our 
own and live within the American (as in USofA) culture and straddle the 
dominant culture and the Af.Am. subculture. Every one of us whose 
ancestors came here brought with him/her pieces of the culture they left 
behind. It shows in the law (based on British law), it shows in the 
language, it shows in the music (poly-rythmic African peoples and 
polyphonic European peoples), in the food, and on and on.

Jamaica, to this day under some form of UK rule, developed very 
differently from the states.

To acknowledge the difference (as in viva la difference) is to position 
oneself to gain some perspective on the issues and the man.

I do too, since I was born here and so were both my parents. It's only 
in these last 20 years or so that I've found that half my responses 
result from coming from an Irish background, my four grandparents being

Assuredly there are differences in culture between Jamaican heritage 
(Gen Colin L. Powell) and African American (north or south? east or 
west?). However, I've not heard it said that General Powell is not 
African American. Both he and CM Samuels had Jamaican parents (from 
whence our culture comes). Nor have I heard that about Louis 
Farrakhan, whose cultural background is the British Caribbean (St. 
Kitts).


Well, then, I was mistaken. I thought Mr. Samuels was born and raised on 
(in?) Jamaica.

I'm very appreciative of Wizard's comments and observations. However on 
the cultural difference point, I'd like to add some dimension. 
Generally speaking, Americans choose their identification. That's been 
an unspoken social policy for many, many decades. We in the Native 
community know this all too well as we see droves of (undocumented) 
persons declare they are Native American. Some of them have enriched 
themselves with such self declarations. With some exceptions, we suffer 
these indignities in silence.


In other categories, large numbers choose to say they are Americans, 
rather than identify a specific cultural or national background.


Miscegenation, federal laws and policies on immigration and race, and 
social mores of prejudice have all skewed this preference selection. 
Who was once considered "white" has grown dramatically with the 
addition of southern Europeans and Jews. Who was once considered 
"black" has faded at the lighter end of the skin color spectrum as 
miscegenation has gone away (in law but not entirely in practice).


It is a sad thing to see one group of people trying to tell a person 
what race or cultural background he is. We  fought so hard in prior 
days to win the right to self identify what we are and have that 
accepted by society. I dare say no one wants to go back to those bad 
days of genetic labeling that resulted in such horrendous public policy.

So the argument seems thin to me, particularly as it is coming from 
others and not CM Samuels himself. "Born and bred" versus naturalized 
only has significance for running for president of the United States. 
Otherwise, no difference under the law.

p.s. on Wizard's other point, I agree. I questioned the Mpls school 
district's lumping all African and African Americans into one category 
because it distorts both. However, no change was made.

Sayles Belton Endorses Jeff Hayden in Eighth Ward Race

MINNEAPOLIS – Former Minneapolis Mayor Sharon Sayles Belton endorsed DFLer 
and community activist Jeff Hayden for the open Eighth Ward City Council 
seat today.


“I’m grateful for the support and endorsement of Sharon Sayles Belton,” said 
Hayden, who lists safe streets, economic development, and strong public 
schools as his top campaign issues.  “She is the epitome of a selfless 
public servant who strove to empower those that were forgotten or left 
behind.  I’m determined to continue her work of bringing people together to 
deliver results in the Eighth Ward.”


Hayden served as an aide to Ninth Ward City Council Member Gary Schiff from 
January 2002 to December 2003.  Hayden currently works as a Housing 
Coordinator for the Minnesota Supportive Housing Consortium, and lives with 
his wife Terri and their two children in the Bryant neighborhood.


Hayden is a neighborhood activist who led the Powderhorn Park Neighborhood 
Association and the Bryant Neighborhood Association for the last five years. 
 He is a founding member of the City of Lakes Community Land Trust and 
spearheaded the successful citywide effort in 2001 to secure continued 
funding for the Neighborhood Revitalization Program.


Sayles Belton served as mayor from 1994 through 2001 and represented 
Minneapolis’ Eighth Ward from 1984 through 1993. She is now a senior fellow 
at the University of Minnesota’s Humphrey Institute for Public Affairs.  In 
her 2001 mayoral re-election campaign, Sayles Belton carried the Eighth Ward 
with more than 50 percent of the vote.


The Eighth Ward seat is open after redistricting moved current Eighth Ward 
Council Member Robert Lilligren into the Sixth Ward.  The Eighth Ward 
includes all or part of the Bancroft, Bryant, Central, 
Field-Regina-Northrup, Kingfield, and Powderhorn neighborhoods.


Hayden is endorsed by the Sierra Club and received an “acceptable” rating

  I have lived in North Minneapolis for over 50 years and my family roots 
go back another 50 years of North Side residency.  I consider myself extremely 
fortunate to live in such a diverse community.  There were challenges in North 
Minneapolis in the past and there are challenges today, but there has never 
been a lack of well-intended leadership to face these challenges.   

My Fifth Ward needs Don Samuels to continue this leadership tradition 
because he is invested in North Minneapolis just like me.  Don has demonstrated 
a compassionate, hands-on and strategically directed approach during a crisis 
on a city street or during a meeting with the Minneapolis City Council.  Don 
wants what is best for his family because his family is the Fifth Ward.  He 
collaborates on the issues of housing, education and employment.  Don sees the 
need for youth outreach programs and presently he is leading the challenge to 
ensure the existences of a permanent youth programs during the summer months.

I think it's imperative to understand the role of a positive leader and 
how their values affect decision-making.  I trust that Don Samuels's decisions 
would be the same as mine and he will guarantee there  implementation. 

I compare Don to the North Star.  Ancient pilgrims and run away slaves 
used it to navigate their way out of the dark and into the light.  The North

 Had an opportunity to attend the NAMC's recent ( July 9th ) General Membership 
Meeting / Annual Bar-B-Que, this was also a major Forum for the organization to 
hear from the mayoral candidates, Rybak & McLaughlin; and the candidates for 
the 5th Ward. D.Samuels spoke and made an analogy about how as a designer each 
day presented him with " a blank sheet of paper, and i had to create something 
new, some thing that had never been done before..."
 Wow, what a Herculean and daunting task!  The air was thick with anticipation 
;hanging on to what was to follow! But alas, for many, he left as he had come! 
A blank sheet of paper.

The hyperconcentration of poor blacks, and the only two CMs of color, in the 
"new" 5th Ward is the defining "DFL Connection to Institutionalized Racism in 
Minneapolis."

Similar to the 'ol free-for-all' when the massa blindfolded a bunch of young 
blacks and turned them loose to fight to the last one standing. All for some 
petty reward from the White man's hand. In this case a seat at the White/DFL 
dominated Council table.

As for Dyna's cheering the DFL it moves me to repeat Jim Mork's gratuity: 
"The most abject slave is allowed to wave the imperial flag and cry 'Hail 
Caesar' as the tyrant passes by." Anonymous
