I, too, believe that there is a higher number of scofflaws than those who actually do pay for parking at the parks. However, I have seen enforcement of the pay boxes at the Wabun parking lot at the Minnehaha Falls park. Since I have always paid, it was heartening to see those two spot checks last summer. But there probably should be more so that the odds of getting caught when one doesn't pay are raised. However, I don't see how this could be known without some data.
Has the Park Board done any studies (formal or informal) to determine if their current policy re parking is effective? If not, what is the impetus for a revision of their parking policies?
