I would like to thank Bob Gustafson for his insights on the financial matters 
related to the Library Board.  In his last post he talked about a shortfall 
in the years 2008 and 2009 that the City has said they will help address.

All at once it dawned on me that the policy makers are already gearing up to 
spend all the money that will be released when the TIF districts are paid off 
in that time frame.   That is, of course, if someone doesn't get the bright 
idea to extend the life of those districts.  Could someone out there, are you 
listening Carol Becker, tell us how much will be coming in when those 
districts are decertified?

There never was any question in my mind that we would be asked to pass yet 
ANOTHER referendum when they woke up and discovered they didn't have enough 
money.  I agree with Gus, 8-10 years from now no one is going to care what 
the footnotes in the budget for 2001 say.  The passage of the referendum this 
year has left the taxpayers with potential huge tails in the future.  We're 
going to be paying for this in spades for a very long time.

In a previous post I pointed out that the mayor had proposed cutting 
$8,000,000 from the Library's normal capital allocation over the next five 
years. Over the ten year library remodeling, if continued, that would have 
cut $16,000,000 from the Library's capital needs. 

I have since had time to read the proposed budget further (it helps me go to 
sleep at night) and I missed a footnote! The mayor's proposal is that the 
Library's normal 1.6 million per year for capital be cut in half through 2003 
and cut totally in 2004-2008. This part I knew. The note I missed says that 
after the library spends its referendum money through 2008 that the Mayor and 
Council will "use net debt bonds to complete the funding gap in 2009 and 
2010." I confirmed with Library staff that they estimate they will need an 
additional 8 to 10 million at that time. That isn't as bad as the 16 million 
originally estimated, and its nice to know there is a plan.  

The part that should make the library nervous is that they are counting on 
the mayor and council to follow through on a footnote to cover this gap. In 8 
to 10 years there could easily be a new mayor and new council members who 
might be surprised by agreements such as this and might not feel obliged to 
live up to them.  An additional concern brought up by library staff is how do 
they plan and negotiate with neighborhood groups without knowing what 
committed funds they have to complete the project? Even if the current 
politicians are all still in office, how tight will finances be in 8 to 10 
years and will they be able to come up with 8 to 10 million in 2009 and 2010.

The library staff also needs to be concerned that the negative cash flow they 
are projecting will begin to hit before that time. When they are looking for 
the final money to complete their improvements they will also need to come 
back for the additional $2,000,000 per year they will need for operations. 
With no dollar commitment yet made by the Mayor and Council, how willing will 
they be to fund the cash flow problem as well.

Apparently the Library Board has put the topic of their operations shortfall 
on the agenda for their next meeting. There is a lot of citizen good will 
behind the Library referendum. I hope that we hear soon, even though 
belatedly as concerns the referendum, about their plans to pay for the 
operations of their new facilities.

Downtown: Skating Rink et all

Today I had a bunch of errands to run and one of them had to be done
downtown.  I decided to do the rest of them downtown too.  It was a
wonderful experience!

The streets had plenty of pedestrians braving the fierce wind & cold and
the mall trees are decorated.  The stores along the Nicollet Mall are
stocked to the gills and every single sales clerk was courteous and
quick.  One even noticed that one of the items I'd selected didn't have
the correct price on it and knocked another $6 off!

Shopping downtown is a rarity for me -- I usually frequent neighborhood
(mine and others) business districts, but going downtown is a trip down
nostalgia lane.  I encourage everyone on the list to make at least one
shopping trip downtown during the Holidays.  It's a warm feeling (well,
as warm as you can have when you're spending your hard-earned dollars)
to shop in the same stores as our grandparents frequented and to see the
IDS, Dayton's and skyways all decked out.

Extra bonus points because every destination was within a few blocks
instead of a few miles from each other.  Even though I left during rush
hour, the grid pattern allows for a quick escape to an arterial with
less traffic.  For me, Eighth Street dumps me onto Hwy. 55 and it's just
a few blocks to 26th Street, so it's very short and sweet.

With the new skating rink I plan to be going downtown more often -- FYI,
the rink is kept at the perfect temp. for figure skating (much warmer
than for ice hockey) and is enclosed in glass, so there will be no
windchill even though you're skating outside.  I can't wait until the
public skating hours are announced.

I've had big misgivings about the use of TIF funds, but I have to say
the city council did itself proud with this development.  Just the kind
of family downtown destination that many on this list have been
touting.  I hope to see you all there sometime soon!

Those who have been debating the merits of the direction Block E is
headed may be interested in the attached architectural criticism from
the Chicago Tribune.  It is a critique of one such urban tourist
district in Chicago, albeit on a much large scale.  I ran across it
while researching the developer that apparently wants to buy a chunk
of the former Sears site here.  To avoid misleading people, the
developer's concept at Sears has nothing to do with the type of
project portrayed in this article.
