No handles can be MQCONN or MQOPEN, any command that returns a handle. In one of our CICS program linked to another program which failed to close the queues. Alan - If you have MQSI 2.1 in the shop, there is a propagate node that will do what you want. If it is Z/OS and messages are small consider queue sharing groups. Otherwise, you will need to trigger hard coded queue and propagate the message to other recipients.
