At www.sysinternals.com there is a tool called 'Handle v2.01' - helping to find out what has a grip on that file. If that doesn't do the trick you can set (temporarily) the MQ services (all!) to 'Disabled', reboot the machine, install the CSD and put the services back on 'Automatic'.
