If you don't want to delete your broker, export the broker topology (with execution groups) then import it to your new config mgr. There is no command for exporting all message sets, you have to export every single one. (see Administration Guide) In the control centre there is one export function 'export all message flows in workspace'. So you only need to import all message flow from configmgr to you workspace and then start the export.
