How to specify --local-infile[=1]?

The manual tells that the option LOAD LOCAL INFIL can be specified at 
the command line client by setting the --local-infile[=1] -flag.

How do I do that?

You can put local-infile in the my.cnf:

[mysqld]
local-infile
...

[mysql]
local-infile

You can also specify this option in the command line:
mysql --local-infile
