You might not know about proxy services. I am in Canada and can watch hulu.com etc if I am proxied in. Currently I use HotSpot shield from anchorfree.com and they have a free version. If you own the code, you can license it under multiple licenses. Kind of like if you own a TV Show, you can license it in the US under one contract, and in other geographies under other more or less restrictive contracts. I don't think I can use a linking exception when I license my code, as the GPL says I must license my code with the same licence that the original code used.
