Can the TZ be set in my.cnf (my.ini) when the MySQL server starts up?
I have read the manual on this, and tried various combinations, but haven't
hit the right syntax.

Run mysqld with --timezone=# option ...
Look at:
# mysqld_safe --timezone=EET
mysql select now();

# mysqld_safe --timezone=GMT
mysql select now();
+-+
| now() |
+-+
| 2002-04-17 10:01:38 |
