Manually running "dpkg-reconfigure lirc " also does not do anything. I also noticed that /usr/share/lirc/remotes is empty, which is where I had my config file for Ubuntu 16.04. This was an upgrade install from 16.04. Searching the web indicates others have this problem. Some have reverted to the lirc from 16.04. Others recommend using pip3 to install lirc 0.10.10, but I have been unsuccessful so far. I can confirm the issue on a recently fresh installed Ubuntu Server 18.04. The goal was to transform the installation to a HTPC running kodi and tvheadend (hts).
