I got 5200 and 1080i on 768p looks good (sempron 3100+, XvMC).

What Nvidia video card? I've previously written here of a very similar
tearing (I described it as shimmering) issue with my 6200 TC, and am
very curious to hear of those who *aren't* seeing such issues with HD
content. I have read elsewhere that a 6600GT is just fast enough to
handle the displaying; it's also possible that a 5200 (which, I
understand, has some hardware overlay features that the 6xxx-series
cards don't support with current Linux drivers) would also work well
in such a scenario, but I don't know. (If that's true, I'd also be
curious about whether the $50-70 PCX 5300--the only 5200-like solution
that would work on my PCI Express setup--would be a suitable modern
replacement. Since I don't intend to play modern games on my MythTV
box I'd rather go that route than pay $130 for a 6600GT.)

Do you mean video card or TV Capture card? Both are important.
Everyone seems to like the Hauppauge cards as they have hardware
decoders so don't use the system CPU for encoding tv capture. That's
important if you don't have a fast CPU. I don't think the 250s have a
TV-Out so you'd also need a video card with TV-Out. Cards with nVidia
chips are generally good and lots of people use them so there's good
support here for them.

I am building my new HTPC with MythTV, and want to know what impact
video cards have on the system.  This system will not have a monitor
permantanly attached, it will be viewed on teh TV only (I will have the
monitor for setup only).  Because of this, does the WinTV-250 or other
part of the MythTV system use the video card for processing?  

Will any card do, or do I need a good video card?
