SVN uses "playback groups". You need to set the jump amounts for the "Default" playback group. The Playback Groups settings page is under the Setup -> TV Settings -> Playback Groups. Also, .mythtv/mysql.txt has "LocalHostName=mcbain", and all other settings are working correctly.
