I would gues sthat latency refers to the average time between the start of a service/host check and the time it finishes. So near 0 is rather good. Having a schedula running 3 minutes slow seems to indicate the system is having a bit of a hard time keeping up. Given it is a test version I would not be surprised if there is some error in these calculations.
