That bit me before Read permissions for other is standard practice and sufficient. [Nagios-users] cgi issues
I have upgraded nagios from version 1.4 to 2.9 using the Debian packages.. I've been trying to configure the new installation and keep getting "Error: Could not read object configuration data!" when I try to run any of the cgi's.
