Maybe you should check your word of hearsay on what a country of over 
150 mill people largest industry is before posting. Wouldn't this mean 
the possibility of getting a few hundreds of spam weekly?  Scam is big 
in Nigeria but a lot of other things such as natural resources are 
bigger regardless of what the economy status is. getting off list 
topics here so please lets move on.

collecting these for years now, kinda like collecting insects. Currently I

Seems similar to spammers in terms of problem profile. A systematic

 IRR built packet and routing filters.

   Distribute the data quarterly on a LERG-like CD
 for startups to use and keep the people who can't keep
 their routers up-to-date off the net.

I disagree with this part of your suggestion.  Delaying new allocations

to make adjustments in their networks.  Networks not among those will
most likely not respond until their downstream customers complain, and
the best way to get those complaints started is to get more folks into

I suggest moving all of the GTLD name servers into newly allocated
blocks as they become available.  This will certainly break networks
which are low on operational clue, and force them to get fixed.
