There are indeed FreePublicWiFi nodes in some areas like Dupont Circle but 
it's not very convenient most of the time (signal strength or speed issues). 
IIRC there's a Commotion mesh around Columbia Heights which should be much 
faster. Personally, I just use a Mifi and never have any issues.

I haven't tried it in DC, but I can confirm that my parents' XFINITY and
grandparents' OO logins both work on the CableWiFi SSIDs in San Francisco,
and friends in DC with XFINITY say theirs work there. I assume it will also
for you.

Does anyone know of a good/working ATT.net postmaster contact? We have been 
trying for several weeks to get an IP that has never been used before removed 
from the ATT.net blacklist and we aren't getting replies through the forms on 
their site.

Seeking members for Open IX standards committees

The Open IX Board is seeking members for the standards committees that will
draft the Data Center/MMR and IXP standards.

Each group will have a chair that will be responsible for their committees
output.  For the initial bodies, the board will pick the chairs - but it is
hoped that the committees can be self organizing in the future and would
meet on an infrequent basis once the initial standards are complete.

If you are interested in working in either of these groups, please send a
few lines to bo...@open-ix.org stating which committee you'd like to work
on, what your qualifications are, and whether or not you'd like to be
considered for chairmanship.  Membership is non-discriminatory and all are
welcome to volunteer regardless of your industry or employer.

IP Fragmentation - Not reliable over the Internet?

I am trolling for information/community wisdom. 

What is the probability that a random path between two Internet hosts will 
traverse a middlebox that drops or otherwise barfs on fragmented IPv4 packets?

If anyone has any data or anecdotes, please feel free to send an off-list email

THe fact you're posting indicates that you already know the practical
answer: Often enough that you need to take defensive measures.

But there's really several separate questions here:

1) What is the probability that a given path ends up fragging a packet
because it isn't MTU 1500 end-to-end?

2) What is the probability that a frag needed is detected by a router
that then botches it?

2a) What is the probability that the router does it right but the source node
shoots itself in the foot by requesting PMTUD, but then blocks inbound ICMP for
security reasons?

3) What is the probability that one router correctly frags a packet, but
a subsequent box (most likely a firewall or target host) botches the
re-assembly or other handling?

4) When confronted with the fact that there's a very high correlation between
the level of technical clue that results in procuring and deploying a broken
device, and the level of technical clue clue available to resolve the problem
when you try to contact them, what's the appropriate beverage?
