Don't bother.  We have Google ISP Portal access.  We updated our 
geo-location feed file as they requested:

http://noc.ilan.net.il/GGC/iucc-geo-feed-for-google.csv
15 of 16 prefixes were processed on April 30.  Till today all our users 
in Israel are still located in Iceland and have now started to learn 
Icelandic in order to complete Google pages.

group typo'ed Israel as Iceland.

Hi Hank,

I reported it against the /15 you supplied, since I agree you shouldn't
have to!

Internal bug reference for Google is bug 186090498.
If others have gone via Google's NOC, mentioning that reference to the NOC
may help get your "me too" on the list, but if it is a systemic .IL -> .IS
hopefully we can clean them all up without needing to be told about each
one.

The portal account isn't even the be all and end all of fixing this, we're 
telling google where our endpoints are explicitly with a geofeed, The portal 
says the clients are in the right location and for some reason it's still 
decided some of our IPs are on the other side of the world.

formed geo-location data file it'll get eaten and produce proper results for 
you.

it feels like google implemented some sort of new system recently; we have seen 
4, 5 providers complaining their IPs being redirect to google Hong Kong just 
over the last few days.

two of our /23s also have the same symptoms; all clients being redirected to 
google Hong Kong, plus the permanently-enabled safe search. youtube premium 
also doesn't work. access request to the isp portal also goes nowhere.

Can confirm this with other few server providers with VPN customers. The

unsure who 'google isp' is here, but ... I think if you point at a properly 
formed geo-location data file it'll get eaten and produce proper results for 
you.
you do have to add that in your isp portal:
   tri-pipe-thingy -> configuration -> IP geolocation

I am *NOT* complaining about my IPs currently being geo located wrong
today/recently.

I'm just trying to work with Google for our newer coming IPs in the future
in the event that it does have problems.  Until recently, all of our IPs
were new from ARIN and that's not something that will be the case for
future expansion.  Someone from Google did message me offlist to take a
look at it and possibly get me an account to work with them for these
issues.

I feel sorry for those that are currently having issues.  Hopefully you can
get it fixed one way or another sooner rather than later.

Yep, that's what I finally got. This is a pretty major issue for me and also 
shows a massive failing on Google..

I'm a VPS hosting provider, and despite no change in geolocation from any other 
vendor, no changes in the whois on either my ASN or my IP subnets, google is 
now redirecting to Google Hong Kong (likely due to Asian clients using VPNs 
from their phones).. This is incredibly annoying and clients shouldn't be able 
to change geolocation on an entire /24 that easily.

unsure who 'google isp' is here, but ... I think if you point at a properly
formed geo-location data file it'll get eaten and produce proper results
for you.
you do have to add that in your isp portal:
   tri-pipe-thingy -> configuration -> IP geolocation
and /register feed/ button on that page.

folks.

Google ISP portal is your best bet. Can do it self service.

Another way is to get a few Android devices onto the IP range. Google use them 
heavily for working out Geo.
