It's too early. For now only minor changes (e.g. 2 hours ago, when local team 
had their first match we saw levels of traffic slightly higher then usual for 
that time of the day, but lower than usual prime-time). We expect things to 
change later in the competition.

People stream HD Video in the Water Closet?  I don't think my 80" HDTV would 
fit in there!

I don't think they do that, but they are more and more to receive regular TV 
via OTT STBs. And sport events, which attract viewers, are better candidates 
for higher definition (those days 4K) than regular tv programs (some of them 
still SD, some "regular HD"). So when everybody will watch the local 
favourite's match (important ones), we do expect traffic levels to be higher 
than usual.

I took and uber today, the driver was streaming a match on his phone in the
suction cup mount.

Hands free, so it's technically legal...

It wouldn’t be here. Videos other than reversing cameras are illegal to
watch while driving.  I suspect that there is a similar rule where you are.
If there isn’t there is always the distracted driving coverall laws as well.
