Thanks Florian, I am going to write a patch for this. Maybe a good option is to 
place it on the non-UAPI header of nfnetlink_osf.

+extern struct list_head nf_osf_fingers[2];

You either need to find another (non UAPI) header to place this in, or,
alternatively, consider wrapping it in
#ifdef __KERNEL__
