It is the page where published documents are available for bulk download so that people can create mirrors, access publications offline, or use the raw data. It has existed for years. Some obvious fakes in there, e.g. the letter from Julius Bär to Angela Merkel to close her black funds account (too many spelling errors for a high profile letter from a major bank).
