So those logs look like everything went OK to create a WPA passphrase
protected hotspot.  It then looks like D-Bus has crashed, and then
NetworkManager gets told to quit.

When this happens, can you grab the output of:

journalctl -b -u dbus

and reply with it?

You'll also probably want "method=ignore" for [ipv6].  But what log
messages does NetworkManager report when it doesn't work?

If you don't want encryption, then you should remove 'proto',
'pairwise', and 'group'.  Keep key-mgmt=none though.

Also, what wifi hardware and what kernel version do you have?  What is
the output of 'iw phy phy0 info'?
