this is the same problem I've had... but I started with no acess to
anything but 127.0.0.1 (even though it took a day to install lm7.1 +
pcmica)
If you find out how to fix it let us know.. 
I'm just trying a rebuild :(

make sure your acually running apache!!
and not roxen - god only knows what it is, but kill it the run apache...
